Registering an emotional support dog in the UK
Most people looking this up have a dog and a landlord. Here is the honest order to do things in.
Before anything else
A registration will not persuade a landlord
This is the reason most people search for it, so it should be the first thing said. An emotional support dog registration carries no weight with a landlord, because emotional support animals have no status in UK law and no official register exists.
What does carry weight, if you rent in England, is a written request under section 11 of the Renters’ Rights Act 2025. Your landlord must answer it in writing within 28 days and must not refuse unreasonably. It costs nothing to make, and it does not depend on how your dog is described.
Assistance dog or emotional support dog?
These are not the same and the difference is legal, not semantic. An assistance dog is trained to perform specific tasks for a disabled person and is recognised under the Equality Act 2010, with real protections around access.
An emotional support dog is a pet whose company helps. That is genuine, and it is not that legal category. Presenting a pet as a trained assistance dog when it is not can be an offence, and it makes life harder for people who depend on the real thing.
What the registration is good for
The everyday moments where having something tidy to hand over beats scrolling for photos: a letting agent’s office, a building’s front desk, a pet-friendly hotel, a new dog walker.
It is a keepsake with a checkable number. Bought on that basis it is a nice thing to own; bought as a key to something, it will disappoint you.

A formal pet request letter built on the Renters’ Rights Act, plus a Pet CV. One payment, no renewals.

- Can I take an emotional support dog into shops or cafés?
- No. That protection applies to assistance dogs supporting a disabled person under the Equality Act 2010. An emotional support dog has no right of access, and a certificate does not create one.
- Will an airline let my emotional support dog fly in the cabin?
- UK airlines are not required to carry emotional support animals and most do not. Assistance dogs are handled differently. Check with the airline directly.
- My landlord said no. What now?
- Ask for the refusal in writing with a reason, then check whether it is reasonable — a blanket no-pets policy applied without considering your request is weak. Shelter and Citizens Advice give free advice in England.
