Renting with a pet in Manchester
The local picture
Manchester has more purpose-built rental at scale than almost anywhere outside London. A lot of tenants here are dealing with a company rather than an individual — a build-to-rent operator with a written pet policy, a lettings team and an inbox.
That is usually good news. Corporate landlords are more likely to have thought about pets, more likely to have an actual process, and much more likely to notice a statutory deadline sitting in a ticketing system.
The law, which is the same everywhere in England
The right applies across England
Since 1 May 2026, section 11 of the Renters’ Rights Act 2025 gives every tenant in England — Manchester included — the right to formally request consent to keep a pet. Your landlord must give or refuse that consent in writing within 28 days, and must not refuse unreasonably.

Use their process, then use the Act
Start with whatever pet application form the building has. Complete it properly and attach the same information you would put in a letter.
Then send the formal request as well, so the 28-day clock is unambiguously running. A building’s internal process is not a substitute for a statutory request, and a request sitting alongside a completed form is very hard to characterise as unreasonable to refuse.
Practical notes for Manchester
- Check the building’s own pet policy first — many newer blocks have one, and some are generous.
- Ask whether there is a weight or breed limit and whether it is in the tenancy or just custom.
- Name the specific flat and floor; noise concerns are the usual objection in a block.
